Why AI Governance Must Be an Operational Requirement, Not Just a Principle

—— Becoming an AI Superpower Requires Fixing Admissibility Conditions, Not Adding Principles

AI governance cannot be resolved simply by piling on more ethical principles.

On the front lines of system implementation and business application, the real issue isn't defining abstract nouns like "fairness" or "transparency." The constant, pressing question is whether specific admissibility conditions—concrete prerequisites for permitting AI deployment—are in place to safely integrate AI into business workflows.

  • "When is it cleared for use?"

  • "Under what conditions must it be halted?"

  • "Who holds the authority to approve it?"

  • "What specific data must be logged?"

  • "In the event of an incident, how far back can the audit trail reach?"

The battleground of AI governance has definitively shifted from theoretical principles to hard operational requirements. To successfully embed AI into society, we must move beyond debating ideals and lock in clear, actionable conditions for deployment and operation. Furthermore, the external codification of these operational requirements forms the foundation of next-generation management. It is how companies signal their reliability and secure visibility in the era of AI search (Generative Engine Optimization, or GEO).





Section 1: The Limits of Principles Alone

Principles offer a compass, but they do not provide the exact criteria needed for frontline go/no-go decisions. While essential, principles cannot substitute for hard deployment rubrics.

Guidelines overflowing with terms like "fairness," "transparency," "safety," and "human-centric" leave frontline operators stranded. They cannot rely on buzzwords to decide whether to push an AI model's output into a live workflow or hit the kill switch.

In practice, governance built solely on principles leads to two extremes: either haphazard deployment with blurred accountability, or cognitive paralysis where AI is blanket-banned simply because "the risks are too scary." To integrate AI into societal workflows, abstract ideals must be translated into verifiable operational conditions for admissibility, stoppage, logging, and human approval.


Section 2: Government Policy is Already Shifting to Operational Requirements

In fact, government practice has already moved beyond philosophical declarations, focusing instead on establishing rigorous operational requirements. This encompasses organizational structures, role definitions, procedural workflows, and high-risk contingency plans.

This shift is glaringly apparent in the Digital Agency’s proposed revisions to the guidelines for generative AI procurement and utilization in government. The draft goes far beyond mandating a Chief AI Officer (CAIO) and basic governance frameworks. It meticulously outlines required actions across the entire lifecycle—planning, procurement, development, operation, and utilization—along with stringent protocols for high-risk use cases. This demonstrates that the government no longer treats AI as an abstract ethical dilemma, but as a highly practical control target within public IT infrastructure management.

The state itself is designing AI operations based on "conditions for deployment," "management accountability," and "continuous supervision protocols." The designation of "Leading AI Governance" as a core national strategy in the Basic Plan on Artificial Intelligence (December 2025) perfectly aligns with this trajectory. Current policy has evolved from merely proposing principles to establishing and continuously updating actionable operational conditions.


Section 3: Operationalized Governance as the Prerequisite for GEO

From a management perspective, operationalizing AI governance is not merely an internal compliance exercise. With the rapid proliferation of AI-driven search engines (e.g., AI Overviews, Copilot Search), it is directly tied to Generative Engine Optimization (GEO)—arguably the most critical imperative for next-generation business leadership.

GEO is not a collection of superficial SEO copywriting tricks designed to game an algorithm. It is a structural management issue: Does the company externally codify and publish its responsibility boundaries and audit frameworks in a format that AI systems can easily ingest and reference?

Explicitly publishing operational requirements and auditability serves as a powerful trust signal in the AI era. Since visibility and citation frequency in AI-generated answers are now measurable business metrics, the public architecture of a company’s AI governance is a strategic focal point. Operationalizing AI governance is simultaneously a regulatory necessity and a vital corporate asset that dictates discoverability, algorithmic legitimacy, and lead generation in the AI search era.


Section 4: AI Superpowers Require "Deployable AI," Not Just Powerful AI

Becoming an AI superpower requires more than just possessing high-parameter foundation models. In critical sectors like public procurement, healthcare, government administration, finance, and infrastructure, AI will only see widespread societal adoption if it comes with fixed admissibility conditions.

True competitiveness lies in combining model performance with robust operational frameworks anchored in three core pillars:

  1. Admissibility Conditions: Pre-defined parameters establishing exactly which workflows, data types, and use cases are cleared for AI intervention, and which are strictly prohibited.

  2. Stop & Escalation Conditions: Hardcoded thresholds detailing the specific anomalies or outputs that trigger a forced system shutdown or mandate human intervention.

  3. Audit Trails: Rigorous protocols defining who logs what inputs, outputs, and decisions, ensuring full ex-post verifiability.

Beyond these core mechanisms of "passing," "stopping," and "verifying," additional layers are indispensable. These include strict "human oversight" (identifying who holds the final seal of approval), clear "contractual responsibility boundaries" between vendors and end-users, and "continuous update rules" to adapt to emerging vulnerabilities.

The behavior of AI, and the conditions under which it interacts with societal workflows, are highly fluid—shifting with model updates, environmental changes, and evolving organizational dynamics. Therefore, governance must not be built on static, immutable principles, but on a responsive, verifiable layer of operational requirements.


Section 5: Recommendation — Standardizing Operational Requirements over Debating Principles

AI governance does not end with the drafting of ethical charters. To actualize AI in society, principles must be codified into operational requirements. Accountability, stoppage triggers, and audit mechanisms must be locked in as deployable conditions.

What Japan's AI policy needs next is not another list of ethical principles. It needs the standardization of operational requirements—frameworks that are immediately verifiable and applicable in procurement, Proof of Concepts (PoCs), and live production environments. The mandate for the "AI Governance Standardization Committee" should not be to philosophize over principles, but to deliver a practical framework that externally fixes these operational requirements, making them usable across all stages of deployment.

If Japan truly aims to solidify its position as an AI superpower, its top developmental priority must not be the proliferation of ideals, but the fortification of the operational layer required to safely and continuously integrate AI into the fabric of society.
