The focus is no longer merely on "model performance," but on the structural implementation of responsibility, auditability, and oversight. This shift highlights an urgent need for standardization that translates abstract principles into verifiable requirements usable in the field. This article takes the necessary next step, distilling and proposing the five core imperatives essential for operationalizing AI governance in Japan. The debate over whether AI governance is important is effectively over. The critical question now is: What precise operational criteria define a successfully implemented governance framework?

1. Why We Need "Requirements," Not Just "Ideologies"
AI principles such as "transparency," "accountability," and "human-centricity" are undeniably vital. Yet, in operational environments, these concepts alone are insufficient to dictate deployment approvals or audit outcomes. As demonstrated by the NIST AI RMF and the OECD (2023) framework, governance is functionally inert unless it is deeply integrated into concrete risk management and operational processes. Practitioners urgently require the operational codification of these principles: identifying exactly who bears liability, under what predefined conditions the system must halt, what specific telemetry is preserved, what states can be reproduced post hoc, and precisely where human operators are authorized to intervene. The European Commission has already explicitly designated risk management systems, logging, and human oversight as concrete requirements within the Harmonised Standards supporting the AI Act. Principles set the trajectory; verifiable standards provide the exact mechanisms for compliance.
2. The Five Core Imperatives for Japan
To establish an objective framework for evaluating AI systems and determining deployment viability, Japan’s standardization agenda must formalize the following five core imperatives.
2-1. Demarcation of Responsibility Boundaries
Who is liable for specific inputs, inference decisions, and outputs? The boundaries distinguishing the developer, provider, deploying enterprise, operational staff, and final approver must be unambiguous. As Novelli et al. (2024) emphasize, accountability is not merely a moral argument; it is a structural requirement that explicitly defines the agent, standards, and process. In public procurement, strict specifications for accountability and record retention are emerging as strong candidate requirements. In enterprise PoCs, responsibility demarcation and halting conditions serve as the decisive verification items for project approval. Furthermore, as Mökander et al. (2022) and Raji et al. (2020) argue regarding algorithmic auditing frameworks, logs, reproducibility, and intervention histories constitute the concrete targets of rigorous verification. Ultimately, these are not philosophical abstractions, but the definitive operational criteria governing deployment viability.
